Don’t think that is possible with the native clustered.
*It is possible a custom visual exists in the Microsoft store that does have that granular sorting.

If you put something on your X axis (like a date), you will get some sort options, BUT –
If you sort by the value, it sorts by the total of the each cluster, not within the cluster.

However, if you do not need the X Axis, then I would suggest that you use a regular bar chart, and put country on the Axis, instead of in Legend.
It will produce the same effect, but will have the sort options you require.Ā

Now that I think about it, it should work with any of the column charts.
The only difference between regular, stacked, and clustered is how the “legend” piece is handled.
If you don’t use legend, they all look pretty similar.

Glad you got it sorted! (pun intended)

Can you put your Country in Axis instead of Legend ?? This way you will have Sorting option in Clustered Graph
