      Hi,
      I have a customer who wants to manage their budgets using encumbrances, but only wants a user to be stopped from a purchase when the entire department is over budget, not the GL account. I was told by Microsoft that the only way to do this was to setup the budgets through Analytical Accounting, but it looks like it will be very complicated. It also appears that there is no way to integrate this AA setup with PO Requisition Approval, which they also want at the account segment level. 

      Any thoughts? Would I be better off using an ISV alternative?
