One of the tasks in the D365F&O implementation in LCS states: “Upload first iteration of setup and configuration”

I could not find any documentation from Microsoft (or anywhere else) about this step.  Does anyone know what this means, exactly, and can explain it in plain language?

For example: What is a “set of data configuration”?  Where exactly do you upload it to the asset library?  (There is no asset type for “data configuration”.)
