Hi Najeem,
Once the customer signs the implementation contract the partner will then request the licenses from MS. Once this is done the environments can be created in LCS for the customer to use. These are usually a Dev, Test/Config , UAT and PROD environments which you get out of the box, additional environments cost extra. Once the environments are created they are owned by the customer and reside on their tenant, the customer then grants access for the partner to be able to develop and configure the environments for their purpose, this would include configurations for Contoso data which can be loaded in through LCS data packages.
The aim is to get the customer in the system as soon as possible so they can start getting used to the system and gain confidence.
Hope that helps
Kind Regards
Mark
