Please can you advise, if the project is financed by Grant, it can be classified under which project type

Other specifics:
-Project is on going, so far no time limitation, purpose is to accumulate R&D cost, till the desired product is developed
-Grant is received based on submitting the summary of expenses at the end of year (every year), Grant doesnt reimburse for all the expenses

A grant is added as a funding source to your project contract. You thus need a project type that has a project contract attached and can invoice external parties. For that reason only fixed price or T&M project types are feasible to use.
Based on the additional information provided, I would expect that a T&M project type matches your requirements.
