#FunctionalIs it possible to create a purchasing buffer that would add to a BOM requirement without affecting the BOM quantity? Similar to a scrap factor but it wouldn’t necessarily be issued to the production order. The demand from the BOM line could be X but generate a planned PO for X + %10X.

Is  the buffer per production order or based on something else? Could you do with a forecast then use Period based coverage groups or consolidate planned orders for the BOM line quantity + Buffer forecast?
