Expense Report Delegate having issue editing others expense reports

  I am a couple of users who are expense entry delegates that are having trouble editing, opening, doing anything with the other users expense report.
  
  its is not system wide. MS said the new PU 25 would fix it but it has not.
  
  We are on:
  
  Installed product version : Microsoft Dynamics 365 for Finance and Operations (10)Installed platform version : Update25 (7.0.5222.41353)
  
  Any one else experienced this before?
  
  I have attempted the following fixes:
  
  1. deleted the delegate link and recreated
  2. deleted the HR record for both delegate and user
  3. even deleted the userID for both delegate and user
  
  Any ideas would be greatly appreciated.
  
  I do have a ticket in with MS, as there original “solution” was in effective.
