As Franz noted, you will need to contact a NAV partner to get the licenses.  Microsoft does not sell licenses directly to end users nor are they available on the open market.  Each client must have a partner of record from which they would buy licenses, add-on products, etc.

The “where to buy” has been answered already with some suggested partners in your region.

As for the other part of your question, about roughly how much additional licenses would cost: Per the pricelist for the Perpetual licensing model (which applies to NAV 2013 onwards) for Afghanistan, using a W1 database, each additional Full Concurrent CALs would cost US$2,100 plus Annual Enhancement.

Something to think about.

Every situation is different, but we needed to add 5 full users for the time collection we implemented, What we did instead was purchase 5 limited users and moved some from sales to a limited user and used their full user in place.

So if you have any that can work as a limited user it would be cost beneficial to purchase the limited and move the users around as needed.
