  I have a developer who is testing a new GP Web Services integration that talks to GP 2013 Web Services. He is seeing an issue
  “There are too many active security negotiations or secure conversations at the service.” similar to this url… There are too many active security negotiations or secure conversations at the service.
  
  You have at least 128 security negotiations in 2 minutes time
  Has anyone run across any similar issues with GP Web Services code? Are there fixes on the GP Web Services Server side that might help? Or is the solution on the “sending” code side?
