Currently when a line entered on a sales order does not have quantity available or a user goes to options Allocate and Fulfill they have the following options
 
Is there a way to disable the Override Shortage option?

Hi Jeff

That would be a few minutes work with GP Power Tools – Developer Tools.

A single trigger can be used to prevent selection of that option. You can have a dialog that says the option is not available, or also have an override option with a password. Your choice.

Go to Tools>>Setup>.>Sales>> Sales Order Processing Window
On this window  there is Options Button
Click it
there in scrolling window is option to unmark “Override Quantity Shortages option”  if want to completely  or you can also set a password for it.
