Today I was using Internet Explorer when I see a small text field window in Open Forum and not sure how to make it bigger. 
So I switched to Chrome.  Initially, it looks smaller using Chrome NOT UNTIL you select your Recipient from the drop down list…ie. Open Forum.

Using Chrome will also resolve issue on not able to click “REPLY”.
Now, I can post my question with a bigger text field. 🙂

I see this often with Edge.

I save as a Draft, the message or reply, refresh the browser, wave a mystical hand, pray, and sometimes I get the full window back.
