I am being told securing access to the pay, deduction and benefit cards (master and employee level) is a major undertaking. At the same time, open access leaves the door open to card changes that are not accurate relative to tax settings etc.
Does anyone know the industry standard on this relative to GP payroll controls? Is anyone maintaining these type of controls in their organization?

Have you looked at securing via Tools->Setup->System-> Human Resource Preferences, Employee Filters? You can secure by Division or Department.
