Does anyone know of an application that you can connect to D365F&O which will allow you to create a user using AD and assign security roles to users, utilizing AD groups?

I am not sure about user group, you can try access with user group.

However for creating user from external application, you extend SystemUserEntity and SystemSecurityRoleEntity for odata and call it from external application. Out of the box they are only available for data management

We are actually turning the feature off that uses AD and Groups to automatically populate D365. The problem with this is that from D365 User view, you cannot tell what roles have been assigned to them and have to go to other methods to determine that. There is a feature in Admin that you can turn on to activate using AD to do this user and role assignments from the AD side.

    Amber,

This feature is built into D365FO although it is a ‘hidden’ feature in that you have to manually enable it via a license configuration.

I have written about the process here and the potential issues with this here: https://alexdmeyer.com/2019/02/10/configuring-azure-ad-group-security-in-d365fo/
