Hello Nazim,
If ‘forecasts’ refers to the project module forecast functionality and budgets to the project module budgeting functionality then the answer is yes.
Also if you talk about budgeting and forecasting in general accounting terms then the answer is also yes, as users can setup multiple budget models and use them for budgeting, forecasting, simulations, etc. purposes.
The important thing for the setup of Dynamics is being clear on what you mean by budget and forecast.
Maybe you can elaborate on that a bit more.

Its for General accounting forecast. Finance department wants to run Actual, Budget and forecast at the same time via management reporter

While going over financial II course material, its cash forecast, require set up in GL.AR, AP module, also want to confirm is it the right direction to set up forecast

please let me know whats your experience and advice
