It auto fills and posts on the receiving side in the warehouse. (We are using E-Receive)
On our purchasing side, we see it filled in and in use when posting resources; item charges, and though it should not happen occasionally g/l accounts.
The example below has a lot charge, the item has been received in the warehouse though e-receive but when accounts payable is ready to post this invoice they must receive and invoice to capture the Lot Charge along with the parts.

field “qty. to receive” is the quantity, which was actually delivered with the current shipment. it can be the full quanity, if everything ordered was delivered. it can also be less, if it was a part delivery. after posting the order (post-receive) field “qty. received” is filled with the before used “qty. to received”. the order stays open for the next delivery, “qty. to receive” is then filled with the remaining qty., but you can always change that value according the quantity that was actually delivered.

If Chris had come and asked me, I would have told him that since we have warehouse receipts turned on, the quantity to receive is only used for non-inventory items.
