Check if country/region is a mandatory field in your sandbox. If it is, then either try to direct assign it through Business Central or else do it through programming. This may resolve the issue.

I’m curious… did you try this user function: Microsoft Dynamics GP > Tools > Utilities > Purchasing > Update 1099 Information ?

For others… it’s always preferrable to use the UI for mass updates before going ‘under the hood’ (identifying and updating SQL tables directly).
