I did not use the export option from DEV to PRD. I setup the workflow in PRD manually using DEV as a guide. I recently refreshed my DEV environment which was on the latest version of GP (18.4) but is now on the same version as my PRD 18.3. Escalation emails in DEV are no longer working now, so at least it is consistent! I can’t find anything online regarding workflow changes from 18.3 to 18.4, but I suspect it is a version issue.
