I checked and the intended approver doesn’t have any delegation rules (active or history), but that was a great idea.
The workflow history shows that it routed the task directly to the submitter, it didn’t time out or show anything different than other instances where it routes it to a user’s manager. The workflow is behaving like this user is their manager as well.
Thanks for the suggestions. Any other ideas are appreciated.
