    Well, an OWNER must be a licensed user. But you can get that information to someone.

    Depending on the specifics, the conversation isn’t CAN you, but SHOULD you 🙂
    CAN you? Yes, using Power Automate.
    SHOULD you? Requires more on exactly what happens after external users get the data. Check out Multiplexing for more info.
